    Caritas Marsabit is the Development and Humanitarian arm of the Catholic Diocese of Marsabit. Championing the objectives of the Pastoral Department of the Church in the County, Caritas Masrabit supports integral human development of local communities in Marsabit County especially the most vulnerable and hard to reach communities, using a holistic approach integrating economic empowerment, resilience building, health promotion, access to safe water for production and domestic use, promotion of peaceful coexistence and good governance.

    Within a consortium of international non-governmental organizations, local implementing partners and research institutions, Caritas Marsabit is currently implementing a USAID Bureau for Humanitarian Assistance (BHA) funded 5-years project dabbed Nawiri in Marsabit. The overarching goal of this multi-sectoral nutrition activity is to sustainably reduce persistent levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), focusing on Isiolo and Marsabit counties.

    We are seeking a Peace Building Officer to play a vital role in facilitating dialogues on governance and sustainability within the Nawiri project's activities. The incumbent will engage diverse stakeholders to ensure community participation, foster collaboration, and promote the long-term success of Nawiri’s development interventions.

    Main Purpose of the Job

    Primarily provide accurate and up to date information on the Peace, Security and Stability operating context in Marsabit. He/she will keep close tabs on nature based conflicts, political conflicts, radicalization, violent extremism, conflict early warning and early response environment, link closely with strategic partners and advice program staff on issues in the peace building and conflict transformation, democracy and human rights and environment, natural resource management sectors

     

    Key relationships to the role:

    Internal: Caritas Director, Deputy Director, Nawiri Coordinator, Area Coordinator,

    Departmental Managers, finance & unit staff .

    External:  CRS Nawiri Project Staff, County Government Departments, Local communities, CDI’s visitors Parishes and other actors

     

  • Job Responsibility

    Under direct supervision of the Area Coordinator, the Peacebuilding officer will undertake the following but not limited to:

    Peace & Security environment tracking and reporting

    • Conduct bi-weekly conflict and violent extremism scans/situational briefs, analyzing the implications of the various peace, security, countering violent extremism (CVE), and de-radicalization-related activities. These will be presented every two weeks (Bi-Weekly) or as the situation may demand (ad hoc) to the Nawiri program team.
    • Every month, compile and maintain a roster of activities to be implemented by consortium partners in North Horr and Laisamis sub-counties
    • Develop and maintain contacts and sustained networking with key actors in the consortium within which Nawiri is implementing
    • Represent Nawiri in meetings on Peace Building and CVE (e.g. those convened by the Government or the private sector).

    Program Management Support

    • Assist in development of the Peace, Security and Stability (PSS) and other Peace Building and Conflict Transformation (PBCT) detailed program work plans, including activity descriptions and timetables and manage implementation of these activities so as to ensure the program’s activities and outputs are executed on time and to adequate quality standards.
    • Assist the Area Coordinator to establish and deepen partnership with Laisamis and North Horr sub-county government (including but not limited to the sub-county commissioner/s, sub-county police commanders, sub-counties Steering Committee on Peace Building and Conflict Management and CSOs in target sub-counties as a whole.
    • Working closely with the Area Coordinator and Finance department, assist in the development of the Rapid Respond Fund (RRF) including review of RRF technical applications and following up the implementation of the successful applications/subgrants.

    Monitoring and Evaluation

    • Provide support to M&E Officer(s) in assessing the extent to which partners’ initiatives are achieving the set results, writing and filing of reports.
    • Together with the M&E team, develop indicators and protocols for monitoring progress in implementation of program interventions and capacity building initiatives and generate the necessary progress reports.
    • In liaison with the Area Coordinator, take leadership in tracking and reporting PSS progression for the Nawiri program.
    • Participate in and contribute to quarterly and other scheduled program performance review meetings.
    • Participate actively in contributing to documentation of “success stories” and other anecdotal information to enhance the overall quality of performance reports to the donors.
    • Share information and lessons learnt with other program staff among others, writing of brief occasional papers for uploading into the website and internal seminars.
    • Prepare monthly, quarterly, bi-annual, annual and final program narrative reports.

    Capacity Development

    • Provide technical guidance and support to the Capacity Development team on advocacy issues.
    • Provide leadership in training and delivery of PBCT training for Nawiri
    • Provide leadership in mentoring and coaching for consortium partners through accompaniment and quarterly site visits.
    • Liaise with the Area Coordinator in ensuring all advocacy capacity development needs for the partners are addressed.
    • Prepare training materials and modules to respond to the PSS PBCT training areas identified in the OCAs.

    Networking and Representation

    • Establish and maintain regular contact with partner organizations and liaise and coordinate with the appropriate government bodies whenever appropriate to ensure successful project progress.
    • Negotiate collaboration with partner institutions and government departments in support of Nawiri and project activities subject to approval from the supervisor. Liaise and maintain contacts with government agencies and line ministries, civil societies, and private sector collaborators.

  • Educational Requirement

    ·     Bachelor’s degree in Conflict & Security Studies, International Relations& Development, Diplomacy, Criminology, Peace & Resolution studies, or any other related field.

  • Experience Requirement

    ·       At least 3 years of relevant work experience in working with civil society organizations involved in advocacy for good governance, peacebuilding and conflict management, and/or natural resources management.

    ·       Project programming Management

    ·       Professional training in Project Development Cycle or related fields.

    ·       Fluency in English, Kiswahili
